Here is another wallpaper manager that has a great user interface and some really good controls. Change the type of files from bmp to jpg and back, timer settings etc.
A very well written program and the person who made it, Darren Greaves from krapplets.org, does occasional updates so check back every once in a while to see if it has been updated.

That along with the fact that it is free is a good deal as far as I am concerned.
